The Six pillars of success from the Rise Up Policy Forum.
Over 5.4 million children are growing up in institutions worldwide, not because they have no family, but because families lack support. The Global Charter on Children's Care Reform is a growing intergovernmental movement that calls on world leaders to strengthen families, expand family-based alternative care, and progressively end institutionalisation for children.
This session brings together government representatives from Charter signatory countries to share practical strategies and lessons learned from utilising the Charter to reinforce national care reform efforts. It explores how the Charter's system strengthening framework amplifies commitments to ending violence against children, including through the EVAC pledges. Speakers will show how combining policy, research and practice together with inter-sectoral collaboration (across child protection, health, education, and social services) drives lasting change for children and families.
Participants will leave with concrete ideas for using the Charter as a policy lever and an invitation to participate in the global campaign.

Speakers

The session will include representatives from the country signatories to the Global Charter and individuals with lived experience of children’s care and protection systems. The panel discussion and dialogue will be facilitated by convenors of the Transforming Children’s Care collaborative, Maestral International and the UK Foreign Commonwealth and Development Organisation.

Session Aims

Illustrate how implementation of commitments under the Global Charter on Children’s Care Reform contribute to the prevention of and response to violence against children.

Encourage further signing, endorsing and commitment-making in support of the Global Charter. 

Reinforce the importance of a system strengthening approach to care reform, that is inter-sectoral and collaborative.

Session Format

The session would provide space to discuss country examples, with space for audience interaction. The first half would be a facilitated discussion amongst representatives of countries who have signed the Global Charter to understand the benefit of their engagement in moving forward with ending violence against children and care reform. The second half would be a two-way dialogue between the panel and audience, with questions flowing in both directions. The session will be concluded by care experienced individuals reflecting on the discussions and providing their inputs to all participants.  The aim will be surface suggestions for how to best utilise global commitment-making and accountability platforms, including interlinking them, to drive practical change in children’s care and protection systems.
