ISPCAN brought together a global steering committee representing multiple organizations, disciplines and regions of the world to visualize the response and nature of child sexual exploitation and abuse in low resource environments. Using data and research to inform practice, we aim to drive long-term coordinated action to help victims and safeguard children. In every community, with existing resources, how can we do better? The steering committee for this project analyzed responses from a global survey, conducted a literature review, and received IRB approval from Tel Aviv University to conduct international focus groups. We are proud to present the Collaborative Response Framework for child sexual abuse that can be adapted to any community’s needs, highlighting the current strengths in response and providing support on creating a stronger multidiscipline response where needed. The Resource Guide is a living document to capture and link to effective approaches for addressing tools and resources for each sector. From basic to advanced training, this guide will continue to grow with innovative work used globally in prevention, treatment, research, policy and collaboration. Now more than ever it is critical that we collaborate more effectively, to deliver child-centered outcomes for children and families, and to reduce secondary vicarious trauma for our front-line professionals. We also hope this framework will spotlight the role of the front-line responders like law enforcement, health and community leaders to maximize what we have to do right now. Children are our most precious resource, and it is our duty to protect child rights. We hope you will accept the challenge to be a leader for your community by driving an organized and collaborative response to child abuse.

ISPCAN CEO and Executive Director
Pragathi Tummala is a senior level public health expert and has been the CEO of ISPCAN since 2016.  ISPCAN is a global membership organization, with programs to advance science, research, networking, and professional training for a multi-disciplinary global network.  ISPCAN collaborates regularly with 54 country partners and has active partnerships with 18 international agencies for which they coordinate various programs. ISPCAN has 1200 active members in over 100 countries, a network of over 15,000 people, and is governed by a board of 14 global experts in the field of child abuse and neglect. Pragathi oversees all programmatic development, communication, strategic planning, operational and financial aspects of the organization. Pragathi has over 20 years of experience designing, developing, and managing public health programs at the state, national and global level. She has extensive Project Management experience and has worked with a diverse group of stakeholders in the community, as well as private, academic and public sectors to develop innovative programs. She has led ISPCAN boldly through business model changes, launching a new academic journal, published 6 papers, the congress program, developing global public health campaigns, professional days, managing 2 journals, advanced professional trainings, and public health education resources. Under her leadership, the entire organization has been modernized to become member focused to meet the changing needs of an evolving workforce through technology, connection, and advanced education. Prior to leading ISPCAN, Pragathi was responsible for policy work leading to the enactment of state legislation protecting children from lead poisoning, working with diverse communities and has broad public health experience working in lead poisoning prevention, state and federal Superfund sites, chronic disease management, employee wellness programs, strategic planning, grant writing, and building unique training/fellowship programs within the workplace to improve productivity and employee engagement.   Pragathi holds a dual bachelor’s degrees in neuroscience and religion from Boston University and a master’s degree in public health from the University of Michigan. On a personal note, she is the mother of three daughters and two dogs named Blue and Maize and has been married for 32 years. She is an avid reader, enjoys sports, political comedy, action movies, and spending time with her family.  Pragathi is a first generation American of Indian descent and is very proud of her heritage, bringing cultural sensitivity and global thinking to all she does.

Abbie Newman
CEO of External and Global Affairs at Mission Kids Child Advocacy Center
Abbie Newman, RN, JD, the CEO of External and Global Affairs at Mission Kids Child Advocacy Center (MKCAC), began her career as a registered pediatric nurse before practicing law for 19 years. As founding executive director of MKCAC in 2008, she built the collaborative multidisciplinary team into a nationally accredited CAC. MKCAC has provided services to 8,000 alleged sexually and physically abused children. MKCAC is a leading provider of prevention education to adults and children, and offers a wide variety of trainings to MDT partners and other child protection professionals to improve responses to cases of abuse. In her current role as CEO of External and Global Affairs, Abbie drives innovative thought leadership statewide, nationally, and internationally. Abbie is past-President and a current member of the PA CACs’ Board of Directors. She was appointed to the International Society for the Prevention of Child Abuse & Neglect (ISPCAN)’s Distinguished Advisory Committee in 2021 and leads an international steering committee developing a framework for collaborative responses to CSA in low-income countries.
